It is metal. Looks like brushed steel. Definitely not plastic.

Q: If it covers the water pipe do you have to take it off every time to empty the overflow?

It covers the overflow with a small gap around it to let overflowing water out of the sink. It is purely cosmetic and Just makes the sink look neater. I have never needed to remove it.
