Can the backseats still recline for passengers while this net is attached?

The rear seats do not recline they fold down, so you can haul cargo, and yes, the seats will fold down with the net attached.

Could you tell me the size of the cargo net?

Do not know dimensions as it stretches to attach to grommets in 2020 Rav 4. Fits perfect.

What is the dimensions of the net before it's attached?

Couldn’t tell you as the material stretches out and flexible. My 2020 RAV4 XLE AWD did not come with bottom attachment holes inside. But I bought 3M hooks for attaching top loops near rear cargo door and works awesome! Besides easier to use not bending over. Attached 1 hook to inside frame holds great! Bottom connects to grommets in car bed.

What are assembly requirements? Do I need to put brackets in the vehicle?

Keep in mind that the rear seats have a second position so the rear passenger are a little more reclined. In this reclined position, most if not all of the upper attachment point for this net is hidden. The pictures shown are in the more upright position and some of the seat bracket is visible.
