Q: Are the engine side holes of the jack plate drilled at same level as transom side or if higher how much higher?

It’s adjustable, so the holes are at whatever height you want

Has to be taken apart to mount on boat to get bolted to hull

Q: What Bolt length do you need to mount?

I would clamp or have someone else help you hold the plate up so you could measure the length of the bolts you need. Do not use lock washers on engine without a washer first. Lock washers on cast aluminum will cause it to crack. Give yourself enough length for washers, lock washers, nuts and threads left over. I added a lock nut on mine to prevent it from backing out. If your only in fresh water you could probably use a nylock but with saltwater it might eat away at the nylon over the years. It's entirely up to you.
