Does the flap secure if all 13 pockets expand each to 2.2cm as described?

My one does but if you extend the band too much then you're going to stretch it out and then small items will be harder to place

Can this hold schoolbooks or just paperwork?

I thought it was rubbish . I brought some large box files in the end and charity shopped it . Not right for me . It could not really hold a lot
