Does this have hardware acceleration for h265 and h264? Looking at the specs this looks perfect for a home media server to be able to stream videos

They are currently only supported through CoreELEC and LibreELEC. Ubuntu support is limited since V4L2 based APIs are not as well supported by Chrome. There is acceleration under gstreamer and ffmpeg to a limited degree for certain codecs.

A dongle is cheap just return the defective one and get another from a different vendor.
