You can use them as a police or fire scanner. Providing your frequency is analog. A lot of police departments are now using digital . They are primarily used for two way communication. If you don’t have your amateur radio license. You can’t talk on some of the frequencies. There are some frequencies that you can transmit on this radio without a license. What's the model year?

I believe this model was manufactured in 2022. There is a newer version with not much change. Hope this helps. Tom

Are these fcc approved?

The box is labeled "Professional FM Business Transceiver" and Appendix B lists transmit ranges as 144-148MHz and 420-450MHz. It says it is a FCC Part 15 device (may not cause harmful interference and must accept any interference it is subject to, similar to other radios sold to amateur use. These frequemcies align with FCC Part 97 restrictions for ITU Region 2. Rationalization time: A Part 97 licensed amatuer is allowed to build or modify equipment for use in the amatuer bands.

Is this the 5w version or 8w version? Looks like 8w cause of the first pic has an H but description says only 2 power settings

According to my owners manual I got when ordering these radios, high power is 5W on VHF and 4W on UHF. For the low power, it is 2W.
