This volume is half setting up the next arc (the lages without Saitama) and half the tournament conclusion where we see Charanko being, well, Saitama. The giant octopus story arc helped show some hilarious moments with heroes that we had not seen yet (Flashy Flash). It also put a lot more emphasis on the power of espers and makes everything look so ridiculous and simple.
