Can it be programmed to stop after 1 hr every time i start the pump

You can use it to switch on the motor automatically for a fixed desired time period like one hour daily or you can program it for a fixed day like mon tue wed etc. or for all days.

Can some one guide the process for on/off every 15 min every day

On/off every 15 min means 24x4=96 switching on/off operations i.e. 48 on & 48 off operations in a day of 24 hrs. This is not possible. What is possible is 16 on + 16 off operations. So you can set (same or different) any 16 timing slots (on & off times) during 24 hrs of any day - on specific days or on all days of the week as one wants.

Will this work for 1hp water jet pump ?

Water pump takes more than 10-amps for starting it will burns relay..
