Q: Can this net be used over a swimming pool as a volleyball net?

It's light weight,if it was to be hit buy the ball it would fall over.

Q: For volleyball, does this raise to 7 feet?

No it does not I think 5 feet is the max

Q: Is the horizontal metal bar at the bottom supposed to sag in the middle and touch the ground?

It's not a defect, if that's what you're asking-- it is supposed to be bowed. This can be a problem if you're using the net on a convex surface (like perpendicular to a road), as it can get high-centered.
