Q: When you use the washers, does the back part come out smooth?

It flattens.it's flush enough that it does not scratch or snag. Don't know if it's completely smooth.

Q: Would these work to create a hinged joint (one that can easily move) with cardstock? I'd like to make paper cut-out puppets with joints that can move.

you would probably need teh two piece sets with washers on the back to create hinged eyelets. These do not have washers.
